Prices and installers by region. Labour is most of the difference in price from one area to the next.
Does a conservatory need planning permission?
Most conservatories are permitted development, so they need no planning application, provided they stay inside limits on depth, height and how close they sit to a boundary. Listed buildings, conservation areas and flats are the usual exceptions, so check with your council before you order.
Building Regulations are a separate question. A conservatory is normally exempt if it is built at ground level, is separated from the house by external-quality doors and is mostly glazed. A solid tiled roof usually brings Building Regulations into play, and a FENSA or CERTASS registered installer can certify the windows and doors for you.
